Refinaria Abreu e Lima terá capacidade de processar 230 mil barris por dia

Com o objetivo principal de produzir óleo diesel, a Refinaria Abreu e Lima (RNest) vai começar a operar neste ano, complementando a oferta desse produto no mercado brasileiro. O empreendimento encontra-se com mais de 80% das obras concluídas. A primeira fase tem previsão de partida para novembro de 2014, com capacidade de 115 mil bpd (Trem 1). A unidade processará o total de 230 mil barris diários de petróleo quando a segunda fase (Trem 2), prevista para ser entregue em maio de 2015, entrar em operação. Esse número representa aproximadamente 11% da capacidade atual de refino de petróleo no Brasil.

 

A Abreu e Lima será a nossa unidade operacional com a maior taxa de conversão de petróleo em diesel: o equivalente a 70% de sua produção. A refinaria produzirá ainda derivados como nafta; coque de petróleo; gás liquefeito de petróleo (GLP); entre outros.

Os produtos entregues pela unidade se destinam, predominantemente, a atender o mercado do Norte/Nordeste. Atualmente, o empreendimento gera cerca de 40 mil empregos diretos e está sendo construído com 86% de conteúdo local.

Visita à Refinaria Abreu e Lima

Antes da cerimônia, ao saudar os trabalhadores na refinaria, Dilma lembrou que a Abreu e Lima será a maior refinaria do país. “Nós, com essa refinaria, estamos dando mais um passo para que o nosso país seja um grande produtor e um grande transformador de petróleo. Essa refinaria que vocês construíram será a maior refinaria produtora de diesel do Brasil. Hoje é um dia de festa”, celebrou. Em seguida, Graça também parabenizou os trabalhadores: “Isso é um sonho. Tudo foi possível graças ao trabalho de vocês. Parabéns a todos”.

O empreendimento está 83,1% concluído. A unidade processará 230 mil barris diários de petróleo quando a segunda fase, prevista para ser entregue em maio de 2015, entrar em operação. O número representa aproximadamente 11% da capacidade atual de refino de petróleo no Brasil. A primeira fase tem previsão de partida para novembro de 2014.

 

Construção

O casco do navio MT Suva passou por adaptações no estaleiro Jurong, em Cingapura, antes de chegar ao Estaleiro Atlântico Sul (EAS), em Ipojuca (PE), em janeiro de 2012. No EAS passou pelas etapas de conversão e integração da embarcação em um FPSO, a cargo do consórcio Camargo Correia e Iesa (CCI).

 

A construção dos 15 módulos da plataforma, responsáveis pelo processamento e tratamento de óleo, gás e água, também foi feita no Brasil por meio de três pacotes com as contratadas UTC Engenharia, em Niterói (RJ) – módulos de processo e compressão; e Empresa Brasileira de Engenharia (EBE), em Itaguaí (RJ) – módulos de processo.

Depois de finalizados, os módulos foram transportados por balsas e entregues ao CCI, em Ipojuca, onde foram içados sobre o casco do navio e interligados para posteriores comissionamento e testes, que finalizaram a construção do FPSO.

Além dos módulos, a P-62 também é composta por pipe-rack (estrutura para tubulação), heliponto, flare e acomodações. A unidade é capaz de gerar 100 MW de energia elétrica, que equivalem ao consumo de uma cidade de 330 mil habitantes; e tem 119 metros de altura, 330 metros de comprimento e seu peso supera 60 mil toneladas.

Preamble

 

Whereas, The Seller Declares That He Is The Lawful Owner Of A contract for Iraqi crude oil from ____________________ and a Legal Official Allocation Holding Approval Of _____________________________________________________________Order For The Quantity Of forty Million (40,000,000) Barrels from the Ministry Of Oil, State Oil Marketing Organization (____________________), hereinafter (Approval) for___________________ Transition Assistance Office (“_______”).

 

Whereas, The Seller Desires To Sell the Approval to the Buyer, And the Buyer Wishes To and Has Capability to Purchase the Approval,

 

Now, Therefore, The Parties Agree As Follows:

 

 

Clause 1 – Sale & Transfer of Approval

 

The Seller Shall Transfer The Approval To the Buyer Under The Following Terms And Conditions:

 

A.       Buyer Will Authorize The Payment The Seller for the Amount Of ($ ____) US Dollars Three US Dollars Per Barrel For Each Barrel of crude oil to be Lifted on a cargo by cargo basis and fully Paid Under The Contract to be approved and signed Between the Buyer And____________________; Such Payment To Seller Shall Be Simultaneous With Payment To be made to ____________________ on the crude oil to be lifted and paid on a cargo by cargo basis from ____________________ under this contract which has to be duly coordinate and brought to the Buyer by the  Seller.

Clause 2 – Termination

 

This Contract May Be Regarded As Terminated, Null And Void Without Any Legal Or Financial Obligations On Either Side Upon The Occurrence Of Any Of The Following; However, Such Nullification Shall Be Notified To The Other Party In Writing:

 

A.       The Buyer Fails To: [i] Issue The (“L/C”) To The Benefit Of The Seller As Described Above. In order [ii] To Pay Any Official Fee per barrel lifted under the contract to be signed by the Buyer with_____________________and this to be done on a cargo-by-cargo basis.

B.       The Seller Fails To Transfer The Approval.

 

Upon Such Termination And Nullification, And Without Any Other Act Or Notice Required, The Seller Shall Automatically And Without Restriction Be Vested With Its Original, Full And Unlimited Rights, Interests And Ownership In Said Legal Official Allocation Holding Approval, And Buyer Shall Have No Right, Interest Or Ownership Therein And Be Barred From Asserting Any Such Right, Interest Or Ownership.

 

 

Clause 3 – Definition of Approval

Clause 4 ‑ Time Period

Clause 7 – Compensations

 

A.       If Seller Fails To Transferring the approval Described In Clause 1 - (B) Above, He Will Be Obliged To Pay Buyer All Sums, If Any, All Bank Fees Or Charges Incurred For Issuance Of ("L/C") And Related Bank Instruments.

 

B.       After Transferring the Approval to the Buyer, the Buyer Should Watch All SOMO'S Regulations and Procedures Stipulated in the Contract.

 

C.       If Buyer Fails To Execute This Contract within the Time Period Mentioned In Clause 4 Above, The Buyer Shall Be Obliged to Pay The Seller The Amount If Any Of The (“L/C”) and other expenses incurred by them and Otherwise Due.

 

Clause 8 – Fees, Taxes, Obligations & Imports

 

From The Date Of Signing This Contract, The Buyer Undertakes The Responsibility For All Types Of Fees, Taxes, Obligations, Import And Export Fees For Executing This Contract.

 

 

Clause 9 ‑ Applicable Law

 

A.       This Contract Shall Be Governed By, Construed And Enforced In Accordance With The Laws Of England, Without Regard To Principles Of Conflicts Of Law Provisions, And Enforced Consistent With The Laws Applicable In England.  Where The Parties Disagree In Respect Of Any Dispute Arising Under Or In Relation To This Contract The Relevant Issue Shall Be Exclusively Referred For Arbitration In London Under The Rules of Arbitration Of The International Chamber Of Commerce By One Arbitrator Appointed In Accordance With The Said Rules, And Such Arbitration Decision May Be Enforced In Any Court Of Competent Jurisdiction; Such Exclusive Arbitration Provision Does Not Prevent Any Party, However, From Requesting Interim, Preliminary Or Injunctive Relief From The Courts In London.  The Prevailing Party Shall, Notwithstanding Any Other Provision Of Law, Rule, Custom, Or Practice On Taxation Of Costs, Be Entitled To Reasonable Attorneys’ Fees, Costs And Expenses In All Proceedings Undertaken Hereunder.  The Parties Hereby Waive Any And All Defences And/Or Objections To Personal Jurisdiction And Venue In London For The Purposes Herein Stated.

 

 

B.       This Contract Is To Be Interpreted In Such Manner As To Be Consistent With Applicable Law. If Any Part Of This Contract Is Found Or Deemed Invalid, Unlawful Or Inconsistent With Such Applicable Law, Such Impairment Shall Not Invalidate The Remaining Parts Of This Contract Which Shall Otherwise Continue In Full Force And Effect. Any Part Hereof Found To Be So Invalid, Unlawful Or Inconsistent, Such Part Shall Be Interpreted And/Or Conformed To Applicable Law In A Manner To Protect The Rights And Interests Established By This Contract And To Carry Out To The Greatest Possible Extent The Intents And Purposes Of This Contract.

 

 

Clause 10 – Additional Documents

A.        Documents Proving That the Company Owns a Refinery or has A Refining Processing Contract With A Refining Company.

C.         Company’s Profile Showing the Company’s Qualifications and experience in Oil Businesses.

 

In Addition, Buyer Shall Provide Seller Documents And Information Related To The Scheduling, Loading And Off-Take Of Crude Oil Under the contract signed Between Buyer And ____________________.

 

 

Clause 11 ‑ Force Majeure - Delays

 

If The Buyer Fails To Execute This Contract For Any Major Default, Force Majeure Or Any Cause On The Part Of ____________________, The Buyer Shall Notify And Present Evidence Thereof To The Seller. Failure Or Omission To Carry Out Or To Observe Any Of The Terms, Provisions Or Conditions Of This Contract Shall Not Give Rise To Any Claim By One Party Hereto Against The Other Or Be Deemed To Be A Breach Of This Contract If This Is Due To Force Majeure. If By Reason Of Force Majeure The Fulfilment By Either Party Of Any Terms And Conditions Of This Contract Is Delayed For A Period Not Exceeding Three (03) Months The Period Of Such Delay Shall Be Added To The Duration Of This Contract; If, However, The Period Of Delay Exceeds Three (03) Months, Either Party At Any Time After The Expiry Of The Three (03) Months Shall Have The Right To Terminate This Contract By Giving Written Notice.
